‘Geofencing’ introduced to monitor attendance at land offices

The Ministry of Land has introduced a geofencing-based monitoring system to ensure the presence of officials and employees at land offices and enhance accountability in land services.

The information was disclosed at the launching of the ‘Bhumi Drishti’ app at the ministry’s conference room on Thursday (17 September).

State Minister for Land Barrister Mir Mohammad Helal Uddin said the system would ensure actual attendance at land offices and improve accountability in service delivery.

Under the system, a virtual boundary is created around a designated workplace, and the attendance option is activated only when an employee’s mobile phone is detected within the area, preventing attendance from being marked from outside the office.

The app will allow officials to check in and out, submit leave applications and record official field visits. If an employee leaves the workplace during office hours, an automatic alert will appear on a central dashboard.

The system is being piloted in Dhaka, Gazipur, Narayanganj, Bogura, Rajshahi and Chattogram. A total of 919 officials and employees from 610 offices in the six districts are covered by the pilot.

The state minister said location-based online monitoring would make it easier to supervise land offices from union to district level and enhance transparency and accountability.

The ministry plans to review the pilot, identify technical and administrative challenges and gradually bring all divisional, district, upazila and union land offices under the system.

Land Ministry Senior Secretary A S M Saleh Ahmed chaired the programme. Senior officials and media representatives attended, while officials from the six pilot districts joined online.
