UN Security Council Backs US-Drafted Gaza Plan Including International Stabilisation Force

The UN Security Council has adopted a US-drafted resolution endorsing former US President Donald Trump’s 20-point plan for Gaza, paving the way for the deployment of an International Stabilisation Force (ISF) and the creation of a transitional governance body.

The resolution passed on Monday with 13 votes in favour, none against, while Russia and China abstained, allowing the proposal to move forward. The UK, France, Somalia and others supported the measure.

According to the UN Secretary-General’s Office, the adoption of the resolution marks an “important step in consolidating the ceasefire,” although officials stressed the need for rapid implementation on the ground.

Key Provisions of the Resolution

Under the plan, an International Stabilisation Force—with contributions from several unnamed countries—will work alongside Israel, Egypt, and a newly trained Palestinian police force. Its mandate includes securing Gaza’s border areas, overseeing the demilitarisation of non-state armed groups, and ensuring the protection of Palestinian civilians.

The resolution also establishes a Board of Peace (BoP), a transitional body responsible for supervising a technocratic Palestinian committee, guiding governance reforms, coordinating humanitarian aid, and leading reconstruction efforts. The reconstruction will be financed through a World Bank–backed trust fund.

Trump hailed the Council’s decision as “historic,” saying the vote acknowledges and endorses the new governance framework for Gaza. He is expected to chair the Board of Peace, with membership details to be announced soon.

Mixed Political Reactions

The Palestinian Authority (PA) welcomed the decision and called for “urgent and immediate” implementation of the plan’s provisions. Several Arab and Muslim-majority nations—including Egypt, Saudi Arabia, and Turkey—backed the resolution, a key factor in preventing a Russian or Chinese veto.

However, Hamas rejected the resolution, claiming it undermines Palestinian rights and imposes “international guardianship” over Gaza. In a statement on Telegram, the group said the ISF’s mandate to disarm resistance fighters compromises its neutrality and aligns it with Israeli interests.

Both Russia and China criticised the proposal for lacking clarity regarding the composition of the ISF and the BoP, and for not providing a more explicit commitment to a two-state solution.

Ceasefire and Background

The initial phase of Trump’s peace plan—including a ceasefire and a hostages-and-detainees exchange—came into effect on 10 October. Washington described this as a “fragile first step” toward ending nearly two years of conflict.

Fighting erupted following the Hamas-led assault on Israel on 7 October 2023, in which 1,200 people were killed and 251 taken hostage. Subsequent Israeli military action has resulted in the deaths of 69,483 Palestinians, according to Gaza’s Hamas-run health ministry.
